Sadly, management KPIs do not include enough management stuff. For as long as team leaders are measured purely in their team's results, their is no reward for them in encouraging their teams to engage, or in adopting proper performance management approaches that embrace emerging technologies.

At the moment, middle management is not being held accountable for issues that serve as a carrot towards this model.

A few months ago, I was in so much pain that I couldn't even bear to sit up to take a pain killer. How's that for a catch 22 situation? I just wanted to be left to lie in the one position that didn't hurt. I suspect that many businesses and their management teams are metaphorically in the same place. Things are so horribly wrong that they have to focus all their attention on achieving the results demanded of them. There is no capacity for exploring ways or taking measures to stop the pain.
